1807: Vice-Chairmen (by whatever title) will automatically succeed to the Chairmanship when the latter offic office is vacated only when they have at least one year of service as Vice-Chairman. In other cases the new Chairman must be appointed by the supervising officer. (July 2018, item XXVIII)
