clarification of activities without an adopted budget
All budgets must be recommended to the [[Board]] for their adoption not later than the last regular meeting scheduled for each budget year. Earlier is better, with August being the preferred month.
Should a budget not be adopted before the start of the fiscal year (1 January), [[Headquarters Staff]] may, with the approval will discontinue all expenditures save those approved at each meeting of the [[President]], extend Board. This may cause the prior year's budget Society to default on a pro-rata basis. Should a [[Directors|Director]], the ''[[Magister Rosae]]''some debts, or the [[Committee Chairmen|Dean]] of a sub-group object, no further expenditures will be made on behalf of that group until and unless the Board adopts a budget for themto discontinue some programs.
The Board may adopt a "continuing resolution" to extend the prior year's budget on a pro-rata basis. While this may suffice for many routine expenses, there are a number of important annual payments this plan would not address (such as storage unit rent). The [[Board]] is admonished that under the current [[Contract]], the lack of a Society budget means the lack of a [[Headquarters]], with the resultant termination of activities there!
