Members include:
* ChairmanJusticiar General* Vice-ChairmanJusticiar
* Vice-Justiciars for various heraldic jurisdictions
* Heraldic artists
* Such additional Members as the Chairman may see fit
* The [[President]], [[Justiciar General]], and [[Headquarters Staff]] , ex officio
[[Heraldic Artists]] are considered Department Support Staff, and are not members of the Committee.
[[Heraldic Artists]] are members of the committee, but do not vote, as they would generally be voting on their own work.
An Heraldic Artist who is also a Vice-Justiciar may vote according to his status as a Vice-Justiciar.
