The procedure for handling each is slightly different.
In both cases a [[Petition for Membership]] is required. Normally, these are completed by the petitioner and returned either on paper or electronically. In rare casesof illegible or damaged petitions, or when a petition is submitted online, [[Headquarters Staff]] may create a petition when one is not submitted.
