<li>The [[Eagle Council]] should be called to meet not less than quarterly until the [[Five-Year Plan]] stabilizes.</li>
<li>The [[Noble Company of the Rose]] should return to their former practice of [[Meeting in Chapter]] each year during the [[Annual Convention]].</li>
