According to the [[Rule of the Order]], this officer is appointed by the [[Chief of the Order]], confirmed by the [[Board]], and serves at the pleasure of the former.

Statutory duties include:
* Service on the [[Eagle Council]]
* Service on the [[Finance Committee]]

Presumed duties include:
* Overseeing the financial affairs of the Order
* Overseeing the office of [[Eagle Assistant Receiver General]]
* Proposing an annual budget to the Council (when possible), or to the Finance Committee with the concurrence of the Chief of the Order

Note: The office of Eagle Assistant Receiver General is normally filled by the [[Assistant Treasurer]].
