add one-man-rule provision
The Eagle Council is charged to meet at least annually at the call of the Chief of the Order. Meetings are chaired by the Chief, and in his absence the gavel falls to other members in the order given above.
 
Should the Chief be unable to solicit enough Council members to obtain a quorum after direct advertisement to all members of the Order, he may elect to adopt on-man-rule upon reporting his recruitment efforts and decision to the Board. It is not required that the Chief be that man, he may delegate this task to any member of the Order.
A quorum of the Eagle Council is three (not counting ex officio members). Upon the failure of a council meeting to obtain a quorum, items identified as urgent in the agenda will be decided upon by the [[Directors]] present at the next regular meeting of the [[Board]].
