According to the [[Rule of the Order]], this officer is appointed by the [[Chief of the Order]], confirmed by the [[Board]], and serves at the pleasure of the former.
Statutory duties include:
*Service on the [[Eagle Council]]*Serving as the chief administrative officer of the Order*Supervising the work of the done by [[Eagle AdministratorHeadquarters Staff]], who is normally on behalf of the Order* When one -man rule has been implemented, it may be delegated to this officer, at which point he assumes all the authority and duties of both the [[Consuls]]Chief of the Order and the Eagle Council.
Presumed duties include:
*Presiding at meetings when the [[Chief of the Order]] and [[Eagle Grand Marshal]] are not in attendance
