Membership is limited to 24 members, plus the President.
[[Headquarters Staff]] will periodically identify members who have met the qualifications to the President, or the President may ask for confirmation of their qualifications. This is an important step to avoid embarrassment.
The President will then issue an invitation to membership. He may attach a petition form, but such is not required.
Once Headquarters Staff are made aware notified of an appointment and acceptance, they will again confirm that the prerequisites have been met and that there is space for an additional member. They will then contact the appointee and ask for submission of the entry fee if it has not already been received.
Upon appointment, acceptance, and payment, Headquarters Staff will issue a certificate [[Certificate]] of membership OAE Membership and such information and prices about insignia as are available. Insignia must be purchased separately from membership, as it is not included.
Headquarters Staff will then add the name of the inductee to the membership list and notify the [[Eagle Council]].
Membership will be terminated upon:
# * Resignation, which must be in writing, including email# * Failure to pay annual dues for two consecutive years# * Death
