The Eagle Council is charged to meet at least annually at the call of the Chief of the Order. Meetings are chaired by the Chief, and in his absence the gavel falls to other members in the order given above.

A quorum of the Eagle Council is three (not counting ex officio members). Upon the failure of a council meeting to obtain a quorum, items identified as urgent in the agenda will be decided upon by the Directors present at the next regular meeting of the Board.

The duties of the Eagle Council include:

  • Making recommendations to the Board on changes to the Society's Mission Statement and Vision Statement;
  • Setting Society Membership Privileges;
  • Setting Society member discounts;
  • Setting the Warrant of Precedence for the Society and the OAE;
  • Settling disputes between members in matters of honor, where both parties agree to accept the ruling of the Council (Note: This duty may be delegated to an uninvolved member or members of the Council, or if none are available, to an uninvolved member or members of the OAE.);
  • Establishing the specific duties of the component offices; and
  • Such other duties as may be delegated to them by the Board.

Primary among such other duties at present is the charge to maintain the Five-Year Plan.
